This is technical and some supervisory work involved in all aspects of the operation and maintenance of the City’s Wastewater Plant. The employee works under the general direction of the Wastewater Supervisor. The employee typically works shifts in combination with other Operators but may be assigned to directly supervise other operators.
ROLE AND RESPONSIBILITIES
Monitors the wastewater treatment facilities performance to ensure effective treatment and pumping of the City’s supply and makes adjustments to the treatment process or pumping, as required, to effectively treat and deliver potable water and/or clean wastewater effluent in compliance with all rules, regulations and the facility’s standard operating procedure.
- Prepares Monthly and Quarterly Operating Reports for timely submission to regulatory agencies.
- Assigns and coordinates the work of other team members.
- Provides on-the-job training to subordinate team members.
- Evaluates safety problems, makes minor repairs and modifications, and coordinates time consuming or difficult repair or modifications with proper maintenance technicians.
- Collects various wastewater samples for laboratory testing and analyzes; reviews and interprets results; makes modifications to treatment and other processes to comply with codes, rules and regulations.
- Immediately reports unusual increases or decreases in bacteria, chemicals or physical properties to the Water/Wastewater Supervisor.
- Uses a variety of field test kits to conduct tests on wastewater plants (chlorine residual, pH, and process control).
- Maintains and updates safety and fire preventions equipment to ensure it is functional and operational.
- Maintains facilities, structures, buildings, and grounds to ensure they are in a proper state of repair, safe and well kept.
- Maintains records and charts for recording water and/or wastewater process control data and to document the operation of equipment and systems.
- Performs preventive maintenance on pumps, auxiliary engines, motors, buildings, and structures.
- Repairs minor breaks and damage to wastewater systems in order to minimize interruption of service.
- Investigates and resolves complaints and problems with customer, the public and other staff members.
- Requires the ability to perform basic arithmetic functions.
- Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variation in assigned objectives.
· Requires the ability exercise judgment decisiveness, and creativity in situations involving evaluation of information against measurable or verifiable criteria.
· Requires regular attendance and the ability and willingness to be on call after hours, shift work, holidays and weekends for as necessary and scheduled.
· Ability to find and correct or coordinate the correction of safety deficiencies.
· Ability to work independently, without direct supervision, and to make good judgmental decisions.
· Ability to interact with the public, consultants and other staff member.
· Ability to troubleshoot equipment and process control problems and to take corrective action quickly and efficiently.
· Ability to read and understand engineering drawings, plans and specifications pertaining to wastewater systems and facilities.
· Provides input for annual evaluations on subordinate personnel.
· Employee may be assigned additional duties by management as deemed necessaryQUALIFICATIONS AND EDUCATION REQUIREMENTS
- Graduation from an accredited high school or possession of an acceptable equivalency diploma.
- Possession of a valid Class “B” Water and/or Wastewater Treatment Plant Operators Certification issued by the State of Florida (FAC 62-602).
- Any higher-level license obtained beyond the Class “B” while employed with the City is subject to a 5% pay increase pending Utility Directors approval.
- A minimum of three (3) years’ experience in the operation of a water treatment plant and/or three (3) years’ operation of a wastewater treatment plant.
- Must possess a valid Florida Driver’s License with record acceptable to the City Driving Policy and insurance program.
- Must be able to obtain a Class “B” CDL with air brake endorsement within six (6) months of employment.
- Must be able to obtain Backflow Tester/Repair Certification within six (6) months of employment.
- Maintenance of Traffic (MOT) Intermediate Level Training Certification preferred or obtained as required.
- Must possess ability to use heavy equipment such as front-end loader, backhoe and forklift.
- This position may be subject to vaccines when necessary.
Preferred Skills
- Skilled in the use of basic mechanical repair tools and procedures. Knowledge of state and federal codes, rules and regulations pertaining to the safe and continuous operation of the treatment facilities.
- Knowledge of laboratory procedures filed tests and sample collection techniques for wastewater are preferred.
ADDITIONAL NOTES
This position is subject to the Hepatitis B vaccine and other vaccines when necessary. Must contain a telephone for emergency contact.
