Role and Responsibilities
Supervises the overall operation of the water and distribution systems to ensure nominal performance and effective treatment in the pumping of the City’s water supply quality.
- Supervises employees, inspects treatment plant and City distribution system.
- Prepares operational and other written and verbal reports.
- Prepares work schedules. Coordinates between maintenance and operations. Performs all related administrative duties.
- Appropriately delegates any and all repairs or modifications that may be required. Prepares budget accordingly.
- Prepares purchase requisitions, receives orders, and processes invoices with Utility Director related to all purchases.
- Keeps inventory of chemical usages and dosages.
- Evaluates work performed by employees.
- Conducts comprehensive analysis of all treatment processes. Interprets laboratory data as needed.
- Reviews all analytical data and coordinates with subordinates on any and all adjustments to chemical dosages, or operational changes to make any corrective actions necessary to maintain safe, aesthetically pleasing, and compliant drinking water.
- Reviews all rules and regulations, including the Safe Drinking Water Act and F.A.C. to maintain strict compliance with all the E.P.A. and F.D.E.P.’s rules. Coordinates with subordinates on any and all compliance related analysis and reporting requirements or modifications that are necessary.
- Works closely with all regulatory agencies, provides operational reports, and notifies them of any abnormal operational conditions.
- Performs all (I.T.) Information Technology functions as the relate to Water System’s Networks, (R.T.U.) Remote Telemetry Unit programming and troubleshooting, (S.C.A.D.A.) Supervisory Control and Data Acquisition operations, programming, and troubleshooting. All instruments calibration and electrical device maintenance.
- Performs after hours call out duties as it pertains to the distribution system operation and all its facilities. This includes all instrumentation, mechanical equipment, radio telemetry and electrical devices and all distribution components.
- Provides a specific working knowledge and consultation to relevant City Management and other outside firms of flow data, systems hydraulic information, pump data, and all other pertinent information that may be necessary to evaluate water systems overall condition and hydraulic performance to plan for current and future needs.
- Inspects mechanical failures and schedules work orders
- Insures safe operation conditions.
- Will perform as Chief Operator of the Plant.
- Calibrates chemical feeders and solution pumps.
- Ability to operate and troubleshoot Scada system and remote telemetry systems.
- Performs other related duties as required/ assigned.
Qualifications and Education Requirements
- Graduation from an accredited high school or possession of an acceptable equivalency diploma.
- Considerable practical and supervisory experience in operation and maintenance of mechanical, electrical, chemical feed systems and process control of a well-operated water treatment plant.
- Possession of a Class “C” Water Operator License and/or Class “C” Wastewater Operator issued by the State of Florida (FAC 62-602).
- Valid State of Florida Class “B” CDL with air brake endorsement
- Minimum five (6) years’ experience in the operation and maintenance of a water treatment facilities and distribution and collection systems.
- Maintenance of Traffic (MOT) Intermediate Level Training Certification preferred or obtained as required.
Knowledge, Skills, and abilities
- Knowledge of the occupational hazards to workers health and individual safety involved in the water treatment, distribution, and operational maintenance.
- Knowledge of remote telemetry systems as they apply to plant operations.
- Ability to apply these rules and knowledge to assure precautionary measures are in place and adhered to.
- Ability to interpret laboratory data as it relates to various chemical processes and be capable of implementing changes in feed systems to optimize treatment.
- Ability to organize, establish priorities, supervise technical employees and to assure high quality operations at all times.
- Ability to develop sound record keeping procedures and to prepare accurate records.
- Ability to understand complex directions and to follow moderately complex prints and sketches.
- Ability to prepare written reports and to be able to present them orally and professionally.
- Ability to communicate effectively in writing and orally.
- Works inside and outside in various weather conditions with: noise, dust, fumes, gases, chemicals, solvents, grease or oils, electrical energy, slippery surfaces, uneven surfaces, in or with moving objects, odors, below ground with vibrations and poor lighting.
