Description
This is a technical position with responsibility for locating and identifying underground utility lines within the City’s potable water, wastewater, and electrical systems and facilities. This position requires familiarity with industry standards, policies, guidelines, and procedures for underground utility locating/construction. Duties are performed under the direction of each department supervisor and Utilities and Public Works Director and are subject to review through oral and written methods.

Illustrative Tasks

  • Coordinates and fulfills utility locate requests received from the Florida Sunshine One-Call system.
  • Locates and identifies underground utility lines within the City's electric, potable water and wastewater systems and facilities.
  • Utilizes available utility maps, as-built civil engineering drawings, and G.I.S. information. Utilizes specialized pipe and electronic locating equipment.
  • Utilizes stakes, flags, and/or paint to mark the location of underground utilities.
  • Verifies field information and notifies the designated City departments regarding updates and corrections.
  • Updates City utility-related records.
  • Prepares various reports, forms, and memos to document work completed, and problems encountered and/or resolved.
  • Investigates and prepares detailed written documentation on excavations that result in damage to underground utilities.
  • Assists in shut down of mains for repairs or connections.
  • Provides support and back up to the distribution and collection system staff. Must be available to work varying schedules, overtime, and standby duty. Regular reliable full-time attendance as scheduled.
  • May perform field inspections of underground utilities being constructed to be conveyed to the City for operation/ownership and maintenance.
  • The employer may add to or change duties at any time and as determined by the City and its leaders to best ensure that the public is served through the work of the Department. Performs other related duties as assigned.

Qualifications and Education Requirements

  • High School diploma or G.E.D.
  • Minimum of two (2) years of experience in utility distribution, collections, and/or underground electric utility locating required.
  • An equivalent combination of education and technical experience sufficient to perform the essential duties of the position may qualify.
  • Ability to use specialized relevant types of equipment.
  • Must maintain good interpersonal and communication skills to deal with public. Must be able to speak, write, and comprehend English language.

 

(A comparable amount of training, education or experience can be substituted for the minimum qualifications.)

LICENSES, CERTIFICATIONS OR REGISTRATIONS:

  • Must possess (or have the ability to obtain within 12 months) and maintain a valid Florida Class B CDL driver license (air brakes and tanker endorsement) with driving record acceptable to the City Driving Policy and insurance program.
  • Must have OSHA Confined Space Entry or be able to obtain them within twelve (12) months.
  • Must have FDOT Intermediate Work Zone Traffic Control or be able to obtain them within twelve (12) months.
  • Must have Cross-Connection Control Inspector or be able to obtain them within twelve (12) months.

Preferred Skills and knowledge

  • Knowledge of utility locating practices and procedures. Knowledge of the Florida Sunshine One-Call system.
  • Knowledge of principles, methods, materials, and equipment common to construction of electric, water distribution facilities and/or transmission mains, and treatment facilities.
  • Knowledge of principles, methods, materials, and equipment common to construction of wastewater treatment and/or collection systems.
  • Knowledge of methods, materials, and equipment common in rehabilitation and/or retrofit of electric, water, and wastewater pumping equipment or facilities.
  • Knowledge of applicable legal and administrative regulations relative to electric, water, and wastewater construction.
  • Knowledge of basic principles of civil engineering as they relate to water and wastewater construction.
  • Skilled in the use of computers for database management and word processing in order to maintain records, review and coordinate utility locate requests, and prepare correspondence.
  • Ability to complete assignments with minimal supervision.
  • Ability to read and interpret utility maps and as-built civil engineering drawings.
  • Ability to make detailed technical locates and to enforce regulations and contract compliance firmly, tactfully, impartially and in a professional manner.
  • Ability to read and interpret a variety of complex blueprint plans and specifications applicable to water and wastewater treatment facilities and underground utility construction.
  • Ability to communicate effectively and professionally in written and verbal form.
  • Ability to spot or soft dig to verify locates if necessary.

Physical Requirements/ Working & Environmental Conditions


Work is primarily performed outdoors in varying and adverse weather; work in and around water, and uneven terrain. Requires exposure to environmental changes (e.g., outdoor weather and/or field conditions, marked changes to temperature, humidity etc.) or irate customers, extreme noise, odors, heights, and/or dust.

 

This position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material,  heavy equipment,  communicable disease,  etc.). This position may require the use of Personal Protective Equipment  (PPE).

 

Sit, Stand, walk, bend/stoop, climb, reach above shoulder level, kneel, balance, push/pull, squat, crawl, crouch, lift up to 50 pounds, carry up to 50 pounds, perform firm grasping and fine manipulation, work at heights, see up close, see far away, finger movement, repetitive motions, and depth perception.
