The City of Newberry, FL, seeks a strong customer-focused, team-focused, strategic leader to serve as its Assistant Director of Public Works and Utilities. Demonstrating both technical and interpersonal competence, the next Assistant Director will help lead the Utilities and Public Works Department by balancing a strong operational focus and long-term strategic approach to the City’s assets. The ideal candidate should be a problem solver, practical, and a person who genuinely cares about Newberry and its residents. The ideal candidate must be a strategic thinker and planner that can assist in leading the department and gaining the trust of the community.  To accomplish this, the individual must be professional, but also friendly and involved in both government and local affairs.  He/she must be comfortable, accessible, and responsive to the residents of the community. 


Summary
This is a highly responsible administrative, supervisory and technical position assisting the Utilities and Public Works Director in the operations of the Utilities and Public Works Department, which is comprised of the Water, Wastewater, Electric, Streets, Mosquito Control, Cemetery, Solid Waste, and Utility Administration divisions. This position must work well independently, as a manager, and in a team-oriented atmosphere that provides accurate information and excellent customer service. Duties include direction and coordination of the technical and administrative staff supporting the operation and maintenance of these divisions such as the review and processing of plans, permits, and assisting the Assistant City Manager and division supervisors with construction contract activities for the Utility and Public Works Department. Duties include development, review, negotiations, and coordination of in-house and contracted construction capital projects; verification and processing of payment applications for vendors and contractors; coordinating the review and processing of shop drawings; and processing contract change orders Work involves assisting in planning, fiscal management, organization, and coordination of major activities within these ten divisions. Work is performed under the administrative direction of the Assistant City Manager for Utilities & Public Works and reviewed through conferences and reports.

Role and Responsibilities
  • Provide oversight and general direction to the division Supervisors
  • Manages the operation and maintenance of all City-operated Utility functions and/or divisions.
  • Plans, directs, and evaluates the work of subordinates.
  • Assists the Director and or division supervisors in the hiring, training, evaluation, and administration of subordinate staff.
  • Assists in evaluating the short and long-range needs of the community regarding the services provided by the divisions, defining new or upgraded facilities necessary to accommodate these needs.
  • Review of designs and construction plans prepared by consulting engineers.
  • Evaluates the fiscal needs of each division and develops financial plans to accomplish the goals of the department and plans to meet those needs.
  • Evaluates the financial requirements necessary to attain the above goals and prepares a financial strategy to generate adequate revenues.
  • Identifies sources of grant funding or low-interest loans (e.g. State Revolving Fund) for major projects and prepares appropriate applications for these funding sources.
  • Makes technical evaluations and provides comments on facility plans and/or equipment proposed for the divisions.
  • Prepares budget estimates of receipts and expenditures.
  • Reviews engineering plans for proposed developments and projects along with other related documents for compliance with applicable Florida Department of Environmental Protection, City Standards, and any applicable state laws and/or City ordinances
  • Coordinates and supervises construction projects; manages project time schedules; manages project budgets; maintains open communication with consultant(s) and contractor(s).Lead position responsible for all permit acquisitions and permit agency communications for all water, sewer, electric, parks, and facilities capital projects.
  • Prepares permit applications for water, sewer, electric system, and roadway capital projects, conducts a review of permit applications prepared by consultants.
  • Maintains construction contract files in a manner consistent with auditing requirements of various agencies, including requirements of internal departments, or State funding assistance agencies.
  • Conducts inspections/field investigations to assess permitting/environmental issues as needed
  • Confers with contractors, engineers, etc. and resolves problems as they occur
  • Initiates evaluation and planning for future needs of the system, prepares the annual budget and specifies and recommends equipment or service procurement
  • Executes the technical review of plans and related documents for proposed developments and other projects submitted.
  • Examines all applicable permits and documents required before approval of permit applications
  • Oversees inspection, testing and monitoring of improvement, repair and expansion construction projects for electric, water, wastewater, and Public Works projects.
  • Assist internal departments with permit applications associated with operational and maintenance activities
  • Ensures that all permit-related designs meet Federal, State, and local codes and department requirements
  • Coordinates inspection resources for inspection of capital improvement projects, construction of subdivisions permitted under a City of Newberry development order and new commercial driveways installations.
  • Supervises inspection of road construction, subgrade soil quality and density, sub-base and base courses gradation and density, finish grading for proper gradient and cross slopes, and asphalt concrete and portland cement concrete paving for proper laydown and finish, structural layout and elevations, and material testing.
  • Ensures inspection documentation requirements for projects are met.
  • Aids Public Works Department in interpreting Florida Department of Transportation (FDOT) Specifications and Roadway Design Standards and advises on FDOT quality control testing requirements.
  • Supervises inspection activities required to ensure new subdivisions comply with the city land development regulations.
  • Supervises the permitting and inspection of utility installations in the city right-of-way to determine compliance with approved permits and accompanying plans; areas including telecommunications, electricity, water, gas, and gravity and pressurized sanitary sewerage systems.
  • Analyzes and provides recommendations on development issues requiring engineering expertise
Qualifications and Requirements
  • A Bachelor’s degree in Engineering, Construction, Project Management, or closely related field.
  • Active Professional Engineering (PE) license is preferred, but not required.
  • Utility and/or public works administration experience, of which at least five years include direct municipal, county, or state managerial experience in utility and/or public works administration (including budgeting, procurement, labor/employment, capital projects, and public records management) and oversight of the following areas: electric distribution, water distribution, wastewater, stormwater, water treatment, public works, and capital project management. 
  • Must be able to obtain any needed FDOT and FDEP certifications within 2 years of employment.
  • Must be able to comprehend, speak and read the English language.
  • Must have and maintain good interpersonal and communication skills to deal with the public.
  • May be required to possess a valid Florida Driver’s license with a driving record acceptable to the City Driving Policy and insurance program.
  • A comparable amount of training and/or experience may be substituted for the minimum qualifications except for Florida Driver’s License.

  • Knowledge of the principles, standard methods, and practices as applied to the operation and maintenance of potable water treatment and supply, wastewater collection and treatment systems, electric distribution systems, roadway design and maintenance, Facilities/Parks operation and maintenance.
  • Knowledge of the principles, practices, and procedures of public and business administration as applied to a large organization.
  • Ability to technically evaluate plans and designs of physical facilities relating to potable water, wastewater systems, and electric distribution system facilities.
  • Ability to plan, supervise and coordinate technical and administrative programs.
  • Ability to plan and direct the work of a large staff of professional employees and maintain effective working relationships with staff, other departments, and the public.
  • Ability to communicate effectively, both orally and in writing, and make community and professional presentations.
  • Excellent oral and written communication abilities.
  • Expertise in the use of MS Word, Excel, and Outlook is essential.
  • Knowledge of modern practices and methods employed in water distribution/ wastewater collection systems/public works.
  • Knowledge of planning and environmental permitting principles, practices, and procedures.
  • Knowledge of established water, sewer, and drainage utility design and construction practices related to permitting acquisition.
  • Knowledge of principles and practices of civil and environmental engineering as related to water, wastewater, and electric distribution systems and facilities.
  • Knowledge of methods, techniques, and materials used in water and wastewater utility systems and facilities operations.
  • Knowledge of engineering evaluation, design, and construction-related to utility systems and facilities.
  • Knowledge of local and State laws and regulations governing construction and operation of water/wastewater systems and road networks.

Physical Requirements
Work in this position is characterized as light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Although considered as a management official, the employee may be required to perform fieldwork with crews and be able to stand, use hands to finger, handle or feel objects, see clearly, bend body downward and forward, requiring full use of the lower extremities and back muscles, reach with hands and arms, ascend and descend stairs or ladders. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
 
Working Conditions
Working conditions are predominately in an environmentally controlled environment typical of office workers. However, the employees in this class are also exposed to both inside and outside environmental conditions where protection from the environment may be required. Employees may be subject to physical workplace hazards including proximity to moving mechanical parts or vehicles, electrical current and wires, working on scaffolding and high places, exposure to extremes of heat, cold, rain and snow, and potential exposure to chemicals as well as atmospheric conditions including fumes, odors, dusts, dirt, mists, gases, poor ventilation as well as moderate to high noise levels.
