This position is a highly responsible supervisory and technical work in directing the safe, efficient, and continuous operation of the Wastewater Department. To ensure that the Wastewater collection, Water Reclamation, and treatment Facilities meet or exceed Federal, State and Local requirements. Work is performed under the administrative direction of the Public Works / Utilities Director.
Role and Responsibilities
- Directs operations of the wastewater treatment plant and collections systems.
- Develops, maintains, and administers safety manual appendices.
- Discusses, conducts, and attends meetings, training, and seminars.
- Develops, administers, and maintains standard operating procedures.
- Evaluates employee performances.
- Directs laboratory operations. Conducts various research.
- Prepares monthly, quarterly, and annual reports for the City, State, and Federal Regulators.
- Prepares operating and capital budgets. Directs budget expenditures for requisitioning of supplies, materials, and inventory, order supplies.
- Prepares reports.
- Reviews and makes recommendations to engineering plans and construction documents including the City of Newberry Construction Standards.
- Consults with collection department on maintenance, repair, and GIS mapping of wastewater systems.
- Performs public relations activates with other departments, general public, regulatory agencies, contractors, and engineering firms.
- Calibrates and repairs computers and associated equipment.
- Performs other related duties as required/ assigned.
- Will serve as Chief Operator of Plant.
Qualifications and Education Requirements
- Graduation from an accredited high school or possession of an acceptable equivalency diploma. Supplemented by schooling in wastewater, management courses, lift stations, mechanics, and electricity.
- Valid State of Florida Class “B” CDL with air brake endorsement and tanker endorsement.
- Minimum five (6) years’ technical experience in wastewater. The operation and maintenance and repair of public utilities infrastructure.
- A comparable amount of training, education or experience can be substituted for the minimum qualifications.
- Class “C” Certification in Wastewater Treatment from the State of Florida with the ability to obtain a B.
- Maintenance of Traffic (MOT) Intermediate Level Training Certification preferred or obtained as required.
Knowledge, Skills, and abilities
- Knowledge of the City’s methods, standards, and infrastructures for wastewater systems, both treatment and collections.
- Knowledge of OSHA and City requirements in safety and operations.
- Skill in maintaining City equipment used in repair and maintenance of wastewater infrastructure.
- Ability to read blueprints, resolve field conflicts, and use a computer.
- Ability to follow oral and written instructions.
- Ability to plan and implement work orders.
- Ability to prepare budget.
- Ability to communicate both orally and in writing.
- Ability to access input and retrieve information from computer.
- Works inside and outside in various weather conditions with noise, dust, fumes, gases, chemicals, solvents, grease, or oils, electrical energy, slippery surfaces, uneven surfaces, in or with moving objects, odors, heights (up to 50 feet) below ground with vibrations and poor lighting.
