The City of Newberry seeks an experienced, collaborative, and detail-oriented professional to serve as its Civil Plans Examiner. In this role, you’ll play a central role in supporting responsible growth, reliable public infrastructure, and safe construction throughout the community.
Serving the Community Development and Utilities and Public Works functions of the City, you’ll review civil site-development and infrastructure plans for compliance with City land development, subdivision, stormwater, roadway, utility-service, and applicable state and federal requirements.
Reporting jointly to the Community Development Director and the Utilities and Public Works Director, you’ll work with developers, engineers, contractors, property owners, residents, City departments, and regulatory agencies to guide projects from plan review through site-construction approval.

As the Civil Plans Examiner, you’ll review development plans for stormwater systems, drainage, roadways, utilities, subdivision improvements, plats, and related site-construction documentation. You’ll work closely with Community Development and Utilities & Public Works to help ensure new development is compatible with the City’s infrastructure and meets applicable requirements.
Utilities & Public Works helps provide and maintain the essential services and infrastructure Newberry residents depend on, including electric, water, wastewater, streets, roads, and stormwater systems. Your work will help ensure that development projects are designed with those systems in mind.

Qualifications
Required
- High school diploma or GED.
- Five (5) years of experience in utility, site development, civil construction design, utility or site-plan review, and/or utility or roadway inspection-related duties.
- Valid Florida driver's license, or ability to obtain within thirty (30) days of hire.
- A comparable combination of relevant training, education, and experience may be considered.
Preferred
- Experience with municipal government plan review or permitting systems.
- Experience reviewing civil site-development plans, including stormwater, drainage, roadways, utilities, subdivision improvements, plats, or related construction documentation.
- Experience using permitting databases, GIS tools, and digital record systems.
- Experience reading and interpreting site plans, blueprints, surveys, and technical reports.
- Experience with Bluebeam and/or CAD software.
Key Responsibilities
- Review site-development plans, plats, and related construction documents for compliance with City codes and applicable regulations.
- Evaluate civil infrastructure elements such as stormwater, drainage, roadways, and utility services.
- Coordinate the Development Application Review Team (DART) process and support plats through City review and approval.
- Communicate review comments and code guidance to developers, engineers, contractors, property owners, City departments, and regulatory agencies.
- Maintain accurate plan-review records and determine required inspections to support compliant construction.
Physical Requirements and Work Environment
This position is primarily performed in an office environment with occasional field work and development site visits, which may involve exposure to weather conditions and uneven terrain.
Employees in this classification may be required to report and carry out assigned duties during declared emergencies. This may include extended hours, response under short notice, and service in coordination with other departments and agencies to ensure the safety and resiliency of the community.
The successful candidate must be able to:
- Perform light physical work, including occasionally lifting and carrying materials weighing up to 20 pounds and frequently lifting or carrying materials weighing up to 10 pounds.
- Sustain prolonged periods of concentration, visual review of plans, and computer use.
- Communicate effectively in English with technical and non-technical audiences.
- Differentiate between colors and interpret technical information, including plans, maps, and related construction documents.
- Conduct outdoor site visits that may involve exposure to weather conditions and uneven terrain.
