Description

Employees in this class provide supervision of FDOC inmate work squads in the construction, maintenance, and repair of City streets, grounds, parks, and properties, as well as perform a variety of manual labor tasks requiring some job-acquired skills in the operation of municipal roadways, streets, grounds, parks, and properties. Duties are frequently routine but are normally performed with some degree of independence. Assignments and supervision are received from a superior, but the employee exercises independent judgment in carrying out routine work. Work is evaluated through results and on-the-job inspections.

Role and Responsibilities:
This work requires the ability to understand and follow oral and written instructions, as well as the ability to provide supervision to FDOC inmates engaged in the construction, maintenance, and repair of city rights of ways and properties. Performs a variety of routine semi-skilled and skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, and maintenance of City-owned buildings facilities and grounds

Illustrative Tasks:
Supervision of inmates performing the following task and/or performance of these tasks when inmates are not available:
  •  Embraces the City's core values of Trust, Respect, Integrity, Accountability, Leadership, and Superior Service. 
  • Clears brush and cuts and edges grass and weeds with hand tools and power operated machine; seeds, hoes, cultivates and gives general care to City grounds; removes dirt, rubbish, weeds, leaves, and other refuse from grounds.
  • Maintain city grounds, parks, and facilities.
  • Perform routine tasks of one or more of the skilled trades; or on a regular basis, may assist higher level maintenance workers.
  • Clears ditches and retention basins with bush cutter, digs ditches and shovels, and performs related tasks.
  • Works in trenches or excavations.
  • Performs pipe laying, fence repairs, asphalt and cement duties.
  • Operates light construction equipment.
  • Lubricates, services, and makes minor inspections and corrections on vehicles in a shop or field.
  • May be required to operate various automotive vehicles, trucks, or tractors.
  • Assists or installs traffic control signs in accordance with the "Manual of Uniform Traffic Control Devices."
  • Travels City roadways inspecting traffic signs for compliance with standards including condition, placement and visibility.
  • Performs preventative sign maintenance tasks as needed such as trimming vegetation, cleaning signs and repairing damaged signs
  • Trimming and or removing trees
  • Asphalt patching and repair.
  • Operates front end loader; loads fill, rock, slag, and other construction materials.
  • Performs daily safety inspections of assigned equipment prior to and after use; performs routine service and maintenance.
  • Full time presence on job.
  • Performs all other duties as assigned.
QUALIFICATIONS AND EDUCATION REQUIREMENTS
  • Graduation from a standard high school or possession of an acceptable equivalent.
  • Required to possess a valid Class B CDL Florida Driver’s license or the ability to obtain within 6 months of employment and with a driving record acceptable to the City Driving Policy and insurance program.
  • Must have the ability to meet and maintain the FDOC criteria as a Non-DC supervisor for State inmates

• Knowledge of CPR techniques
• Knowledge of methods, practices, tools, and materials used in maintenance and repair of various types of equipment
• Skill in the use of power and hand tools and equipment necessary to perform assigned duties.
• Knowledge of City roads and locations of responsibilities.
• Ability to establish and maintain effective public relations with the general public and fellow employees.
• Must have good interpersonal and communication skills to deal with the public.
• Working knowledge of tools, methods, and materials in general maintenance work.
• Ability to understand and follow oral and written instruction
• Ability to recognize safety hazards in the work involved and take precautionary methods to protect self and others.
• Ability to perform heavy manual labor for extended periods, occasionally in adverse weather conditions.

ADDITIONAL NOTES
WORKING CONDITIONS

Work requires moderate to extreme exposure to one or more disagreeable conditions (i.e., irate customers, inclement weather, excessive noise, extreme temperatures, odors or dust).

RISK/SAFETY CONDITIONS
This position requires moderate exposure or risk to physical health and/or physical safety (e.g. exposure to environmentally hazardous material, heavy equipment) this position often requires the use of personal protective equipment (PPE).

ESSENTIAL PHYSICAL ACTIVITIES:
Bending/stooping, sitting, standing, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing/pulling, talking, standing, climbing, finger movement of firm grasping, and fine manipulation, repetitive motions, depth perception, balancing, squatting, working at heights. This position may require lifting up to 100 lbs and carrying up to 100 lbs.
