Description
The City of Newberry is seeking a Parks Operations Supervisor to oversee the daily operations, maintenance, and overall functionality of City parks, athletic fields, and recreational facilities, ensuring safe, clean, and accessible spaces while supervising staff, coordinating maintenance activities, and supporting recreational programs and community events in alignment with the City’s TRAILS values.

The Park Operations Supervisor ensures that parks are safe, clean, well-maintained, and accessible to the public while supporting recreational programming and special events. This role includes staff supervision, facility oversight, and coordination of maintenance activities to ensure high-quality service delivery to the community. Essential Job Functions:
- Supervises and coordinates all aspects of daily park operations, including maintenance, inspections, and facility readiness.
- Assigns, schedules, and reviews work of maintenance staff and part-time personnel.
- Inspect parks, athletic fields, playgrounds, fencing, irrigation, and facilities to ensure safety, cleanliness, and compliance with established standards.
- Identifies maintenance needs and coordinates repairs, preventative maintenance, and improvements.
- Ensures proper setup and breakdown of facilities for recreational programs, rentals, and special events.
- Responds to and resolves operational issues, safety concerns, and public complaints.
- Assists in emergency response and storm preparation/recovery activities as required.
- Monitors inventory, equipment usage, and material needs for park operations.
- Enforces City policies, procedures, and safety regulations.
- Performs other related duties as assigned.
General Duties:
- Performs related work as required.
- May be required to work evenings, weekends, and holidays to support park operations, events, and emergency response efforts.
Area(s) of Responsibility:
- Supports operations across all City of Newberry Park facilities.
- Oversees upkeep of park grounds, landscaping, irrigation systems, athletic fields, playgrounds, and related infrastructure.
Facility Operations:
- Assists with buildings, restrooms, shelters, and recreational facilities are clean, functional, and properly maintained.
Event & Rental Support:
- Coordinates facility preparation and operational support for events, rentals, and recreational activities.
Documentation & Reporting:
- Maintains accurate records of maintenance activities, inspections, work orders, and incidents.
- Prepare reports related to park operations, safety issues, and facility usage.
- Assists with tracking operational metrics and performance indicators.
Safety & Compliance:
- Ensure compliance with all applicable safety standards, OSHA regulations, and City policies.
- Conducts routine safety inspections of parks, equipment, and facilities.
- Promotes a culture of safety among staff and ensures proper use of personal protective equipment (PPE).
- Reports about hazards, accidents, and incidents in accordance with established procedures.
Customer Service & Public Interaction:
- Provides professional and responsive customer service to residents, visitors, and community partners.
- Addresses public inquiries, concerns, and complaints in a timely and courteous manner.
- Always representing the city in a positive and professional manner.
Knowledge, Skills, and Abilities:
- Knowledge of athletic field requirements and associated landscaping
- Knowledge of park maintenance practices, equipment, and facility operations.

Minimum Qualifications & Experience:
- High school diploma or equivalent required.
- Associate’s degree or higher in Parks & Recreation, Public Administration, Horticulture, or a related field preferred.
- Experience in maintenance, construction, landscaping, or related field preferred.
- Minimum of three (3) years of experience in park maintenance, facilities operations, or a related field, including at least one (1) year of supervisory or lead experience.
- A comparable combination of education, training, and experience may be considered.
Preferred Experience:
- Additional certifications related to parks maintenance, playground safety, or turf management are preferred.
- Experience or knowledge of inmate supervision.
Licenses, Certifications, or Registrations:
- Valid Florida Driver’s License required.
- Must meet and maintain FDOC requirements to serve as a non-DC inmate supervisor.
Essential Physical Skills:
- Ability to perform physical labor including lifting, carrying, pushing, and pulling materials up to 50 pounds or more with assistance.
- Ability to stand, walk, bend, kneel, and work outdoors for extended periods in varying weather conditions.

- Exposure to varying weather conditions, noise, equipment, and potential hazards associated with maintenance operations.

Staff Supervision & Leadership:
- Supervises full-time and part-time., and seasonal staff. parks and grounds staff including the Inmate Work Squad Supervisor position.
- Provides training, assigns work, monitors performance, and conducts evaluations.
- Addresses employee concerns, enforces policies, and promotes a productive and safe work environment.
Operations & Facility Oversight:
- Oversight of daily operations of parks and facilities, ensuring they are safe, clean, and fully operational.
- Coordinate with other departments providing support as needed.
- Coordinates maintenance schedules, inspections, and repairs.
- Monitors facility usage and ensures readiness for programs and events.
- Oversight of event setup/tear-down, coordination with recreation/program staff.
Budgeting & Administrative Functions:
- Assists in monitoring operational budgets, tracking expenditures, and managing supplies and equipment.
- Processes purchase requests and ensure efficient use of resources.
- Keep accurate records of expenditures, providing reports as requested.
Program Development & Promotion:
- Supports Parks and Recreation staff in the implementation of programs and special events by ensuring facilities and grounds are properly prepared.
- Provides input on operational improvements to enhance service delivery.
